Human Factors Management Plan for Pipeline Controllers

Since the early 1990s, the National Transportation Safety Board has listed fatigue management as one of its “Most Wanted” for the Office of Pipeline Safety (OPS). OPS is now part of the Pipeline & Hazardous Materials Safety Administration. In 2006, Congress passed H.R. Bill 5782 that will require pipeline companies to have a human factors management plan. The plan has to address fatigue management for pipeline controllers. Since I have been working on these issues in a pipeline company since the early 1990s, I say that it’s about time.
